I'm planning a trip to Europe at the end of January where I expect to be on foot in major cities (London, Bath, Paris) to do my sight-seeing. How do I determine the best clothes to pack? Will I need rain boots or snow boots? Should I bring hats and mittens or an umbrella?

January isn't the warmest, brightest month of the year to visit - however it might still bring some welcome respite from the snow and cold of winter at home, if a little dreary in its achievement.
Expect cool temperatures, averaging slightly above freezing.
It might sound a little glass half empty, but expect about 15 days featuring rain during the month in Paris and maybe 19 in London. Bath is a little harder to predict.
Each year is different and it seems as though climate change has made it a little harder to predict weather norms the world over these days.
As for what to pack, maybe something warmer but also with an element of water resistance. If you're departing from snow and cold you may not feel mitts and hats have served you quite as well, but check the 10-day forecast before you leave to be sure that you'll be comfortable.
Don't think you'll need winter / snow boots!
